Care Workers Paid Well Below Minimum Wage

A new report from a think tank pointed out that care workers are not paid in the way they have to be- in fact they receive much below the minimum wage.

This report was prepared by the Resolution Foundation and it said this could be accepted as a “national scandal”.

The figures suggest that one in ten cares gets salary below the minimum. What is claimed at the report is that many care workers take not more than £5 an hour.

Now authorities should think carefully of certain changes they could make in order to change the situation because there are too many employers who break national minimum wage laws.

Going through the diaries describing the work done, investigators found that a typical working day usually runs from 7am to 10pm. The time slots for each visit are about 15 minutes. These visits are paid but there are cases of journeys of more than 20 miles for which the care workers do not receive any money. This is precisely what makes their wages so small.

The minimum wage is now £6.19 but it is expected to rise later on this year and reach £6.31.

Due to the current regulations considering working time, these people have to be paid all travel time not counting the commuting to and from work.

After the calculations of The Resolution Foundation for a year a care worker who worked an average of 35 hours a week for 48 weeks would lose more than £1,600.

Shadow health minister Andrew Gwynne said:

“The poor standard of these jobs is one of the reasons the care sector has become so dependent on cheap migrant labour – many workers don’t know their rights and so don’t speak up.”

 

 

Romanian And Bulgarian Workers Up By 26%

Due to the latest data the number of Romanians and Bulgarians working in the UK has risen drastically by 26%. The Office for National Statistics announced that only for the months between April and June more than 141,000 people from these countries were in employment. Their number for the three previous months was 112,000.

Compared to the same three months from the year before, new figures show an increase of about 35%.

Next year these immigrants will get the possibility to search for more different types of jobs which are now prohibited for them. This means that more and more people will make their way to the UK.

Since Bulgaria and Romania became part of the EU in 2007 their citizens started travelling without visas but had prohibition to practice certain jobs.

Sir Andrew Green, chairman of Migration Watch UK, said: “This increase of just over a third in Romanian and Bulgarian workers in the UK over the past year is a sharp increase on the previous trend.”

He added he in fact expected that as labour market will be fully open from next year on the country would become a pretty attractive place for Bulgarians and Romanians.

There are still no officially published expectations about the increase of immigrants. Both countries, on the other hand, claim predictions are not correct and there would not be such a mass influx.

Sarah Mulley, associate director for migration and communities at the Institute for Public Policy Research, said the exact number of immigrants was not that important. What is in fact really important is that the government had be prepared for everything.

 

Poor Exam Grades Crush Young People’s Ambition, study says

A recent report in the UK showed that one in five youngsters have poor grades at school and abandon their ambitions as a result of this.

These claimed that they have more potential but they could not express it because of the problems they experience at home and at school.

The solution of this problem according to the government is a transformation of vocational education. A place has to be assured for each person at the age of 16 or 17 who wants education or training.

About a quarter of the people asked shared they would not have left school if their results were higher.

“Thousands of young people’s ambitions are crushed by exam results each year,” said Prince’s Trust chief executive, Martina Milburn.

The investigation showed that young people with poor qualifications did not have the possibility to study at home. These mentioned that they had the desire to study and tried to do it but were under immense stress and tension at home.

The access to a computer at home is also among the most frequent reasons pointed out as a factor for low grades.

The shadow education secretary Stephen Twigg said the government in fact did almost nothing in order to help young people who do not go to university.

“With A-level results out this week, we know many young people have high ambitions. But sadly, this government is holding them back by cutting careers advice, threatening school standards, and leaving nearly a million young people out of work,” he said.

 

 

Suicides Following Police Custody Reach Nine-Year High

Data supplied by the Independent Police Complaints Commission (IPCC) point out that only for the last year 64 people have committed suicide within two days of release from police custody.

The number for 2011/2012 was only 39 which means that the increase is now significant.May be if these people get proper treatment and help, they could find employment, which will prevent them from commiting a suicide. Two thirds of those who were in custody had mental health concerns, 18 were caught because of sexual offences, and other seven have previously been detained under the Mental Health Act.

The chairwoman of the IPCC, Dame Anne Owers, said these figures showed that police is not trained enough in order to deal with people having mental health issues.

“The police are often called in to deal with acutely mentally ill people, who may be a danger to themselves or others or who may be behaving in a disturbing or strange way,” she said. “It is clearly important that they are better trained in mental health awareness.”

According to Deborah Coles, from the charity Inquest, the high number of people who took their lives after they went out of police custody was alarming.  She added that the country needed urgent changes in the national strategy towards those with mental problems. This is the only way, which would change police culture and practice.

IPCC, on the other hand also released information that less people have died in police custody compared to the years since 2004. Another thing mentioned was that there were no fatal police shootings.

Despite this, the number of people who have died during police pursuits is large. Out of 30 road traffic fatalities 26 people lost their lives in police pursuits.

 

Work Programme Not Doing Enough for Sick and Disabled

According to the providers of the government’s flagship Work Programme, the scheme does not have so incomes so that to take care of the sick and disabled jobseekers into employment.

Figures of the BBC show that only a third of those who have been on the scheme, for at least a year, have later found a permanent job.

However the percentage of those from the most challenging group who have found work is only 10%.

The association representing the providers announced that people receiving ESA have complex health and skills requirements so the Work Programme can not manage to solve all their problems.

“The costs of helping jobseekers on ESA back into work are significant and cannot all be met by the Work Programme,” says the Association’s chief executive, Kirsty McHugh.

The Department for Work and Pensions stated it had already agreed with Work Programme providers to support them financially.

These jobseekers have many barriers in front of them which was proved by the figures of ERSA pointing out that about a quarter of them have been unemployed for at least 11 years.

However, the opinion of the Labour Party is that the fact the Work Programme asked for so much money meant there was something wrong with it.

Liam Byrne, the Shadow Work and Pensions Secretary, said this in fact showed that the system was not working properly and the government did not make any efforts in order to fix it: “Three quarters of unemployed on the scheme haven’t even started a job, and half of young people still haven’t found their way into a single day’s employment.”

The 58 years old Julia Page, who had not worked for more than 30 years because of her clinical depression and anxiety, and has now spent more than 12 months learning how to attend an interview.

“It takes a heck of a lot of time to get through it but unless the government is willing to help, people like me and others aren’t going to have that support and I will end up back on the dole.”

 

 

 

Jobseekers’ Work Programme Does not Help Disadvantaged People

MPs on the Work and Pensions Committee expressed their concerns about the government’s Work Programme aiming to find job for people who could not find one for a year or more. According to them the new scheme for getting jobless people back to work does not work property mainly for those at the greatest disadvantage.

The committee announced it had serious doubts about the fact that the programme was improving, mentioning the fact that homeless people, disabled people and such with alcohol, drug and other problems were in fact being ignored and no one was eager to provide them with an employment contract.

When the scheme was launched in June 2011 it showed a really low success rate. Critics opposed to it when they found out that it missed the government’s 5.5% target as it was revealed that only 3.5% of those being part of the programme found jobs for six months or more. Most of them have filled in a Job Application form.

The main aim of the scheme is to propose to its clients such positions at which they could remain for significant amounts of time.

It cannot be hidden that the latest data point out that the outcomes have improved for the majority of the people but disadvantaged jobseekers cannot say the same thing.

What worries most of the people now is the fact that job providers would give job to those with biggest chances to find one and will not care enough for the rest who are really in need.

Dame Anne Begg, who chairs the Work and Pensions Committee, commented: “It is clear that the differential pricing structure is not a panacea for tackling creaming and parking. The Government must do more to ensure that the Work Programme provides effective support for all jobseekers, not just the ones who are easiest to help.”

 

The Queen’s Speech 2013: Government And Law

In yesterday’s speech the Queen talked about her government’s plan for the coming year, mentioning some bills and draft bills which are still not entirely introduced.

The aim of these bills is to reduce criminal offenses, such as the Anti-Social Behaviour, Crime and Policing Bill.

The last one is considered to renew police powers and emphasize on the rights of victims, telling them the proper ways that their perpetrators will be punished.The same is the case with the employment law and the employment documents.

Some new offenses will also be included in the bill. Some of them are the offenses for forced marriage, ownership of dangerous dogs and illegal firearms. Another thing which will change is that after police receives complaints from five different households on anti-social behaviour, it will have to act immediately.

Another bill the Queen talked about was the Offender Rehabilitation Bill the aim of which is reducing incidents of re-offending as there will be a year-long period of probation for any offender who serves a custodial sentence of fewer than 12 months. Nowadays, offenders with the same sentence as the mentioned one do not receive probationary period. Those offenders whose sentences are now between 1-2 years receive probation period lasting about 6 months and for the future they will also receive 12 months.

The Defence Reform Bill also appeared in the speech of the Queen. It has to “improve the way this country procures defence equipment, as well as strengthening the Reserve Forces”.

UK Unemployment Rises

The Office for National Statistics (ONS) announced that between December and February the unemployment in the UK has risen up to 2.56 million. Many people have been made redundant, hopefully their employers had a redundancy policy.

Those who claimed Jobseeker’s Allowance last month were 1.53 million which means 7,000 less than before. There is no reliable data on how many employment contracts have been signed up for the same period.

Another thing ONS stated was that average earnings in the year to February mark the lowest growth rate since 2009.

In the latest quarter of February the number of people in work fell to just under 30 million.

Statistics also showed that 900,000 people have been out of work for more than a year and that the number of 16-24-year-olds with no job rose by 20,000 to 979,000

The data point a 62,000 fall in the number of people in part-time jobs and an increase by 60,000 in full-time employment.

Alan Clarke, economist at Scotia bank, said: “It’s not a disaster, but a lot of the froth and really good news we had over the last year on jobs is becoming exhausted, which shouldn’t be a surprise when there is not much growth around.”

Employment minister Mark Hoban said they would not stop helping jobseekers.

The number of JA claimers in whole England, Wales and Scotland has fallen having in mind that the number of new claims was at its lowest level for more than four years.

The number of young people claiming JA is down by 2,800 on the month, and is 65,400 lower than last year.

As usually there are many people criticizing the decision of the UK government. These claim that the government has to think over reining back its austerity plan.

Paul Kenny, general secretary of the GMB union, said: “The chancellor should heed IMF advice to change course to grow the economy to end this needless waste of human talent.”

 

More Legal Aid Cuts – New Changes Planned

As the government aims at slashing a further £220m from the cost of criminal legal aid today they launched a new consultation.

It turned out that the legal aid changes introduced by the LASPO Act were not enough so now the government is about to put forward plans according to which the access of prisoners to legal aid will be more limited and people with income of over £37,500 will not receive legal aid automatically. The new plans will make convicted criminals repay the costs for their defense with deductions from the money they are going to earn in future, in case they work in accordance with the employment legislation and have an employment contract.

Justice Secretary Chris Grayling said of the notion: “Those who live outside the law should pay the consequences both through being punished and bearing more of the costs they impose on society. That is why we are exploring ways to make criminals pay towards the cost of their prosecution to the court.”

Another proposal that was announced is that legal aid contracts should be introduced, as the government presumes that this will reduce the number of firms which provide these services.

The intention of the government is to limit the number of law firms which offer such assistance as now it is about 1,600.

However the Law Society of England and Wales opposed to this suggestion. According to Law Society president Lucy Scott-Moncrieff  ”It will take much longer to do properly,…and if it’s not done properly then we are going to end up with miscarriages of justice, with people being stuck in prison far longer than they should be on remand, with witnesses not turning up, with cases not being properly prepared. It’s a huge, huge risk.”

This was not the only proposal she was worried about. In her words immigrants should not be denied legal aid as this should not be a thing which depended on the status of a certain person in the country but on their needs.

 

 

 

UKBA Slammed Over Fresh Immigration Backlog

After the discovery of more than 16,000 unresolved immigration applications, the UK Border Agency underwent lots of critics.

The found applications which were not inspected were of people living outside the EEA but who wanted to settle in the UK because of a partner there.

Inspectors said that most of these cases were appropriately dealt with but of course they managed to find some failings.

There are about 14,000 cases in which applications were rejected one time and when people had tried to apply for a second time their applications had not been dealt with at all.

Some cases were called “complex” as they were not being handled as stuff which needed further guidance.

The independent chief inspector of borders and immigration John Vine criticized this, saying:

“The agency should know about its workload. It should prioritise its resources and, at the very least, have a plan to deal with some of the things that we come across in inspection,”

“For people to be in such a backlog of cases is not acceptable and I urge the agency to deal with the cases swiftly. To wait such a long time, even if your case is complex, is completely outside any service standards.”

On the other hand Mark Harper, the immigration minister, defended UKBA claiming the agency had already had too many problems when they had inherited it.

According to him the system was not good enough to deal with such situations in the past but the new policies will change everything.
